You can purchase them with or without condoms, as many schools and organizations already have condoms on-hand.

Could Other Items Be Used Inside the Wallets?
Sure! The wallet is essentially a container, so you could conceivably put almost anything non-perishable inside (as long as it is roughly the size of a standard packaged condom). We have had many interesting usage examples by clients, including Google who put USB drives inside our wallets as handouts.
